As a member of the Senior Management team, the Head of Division (“HOD”) acts within a strategic and tactical capacity to support the mission and values of CIMA by planning and managing all aspects of the Division, and by collaborating with other divisions to organize joint on-site inspections to effect the consolidated supervision of cross divisional licensees. The HOD is responsible for planning and directing a programme of monitoring and inspections of licensees based on a risk-based approach and international best practice and for planning and directing the team to meet the goals and objectives of CIMA and the Division. The HOD together with the DHOD leads the recruitment and professional development of staff in the Division.
RESPONSIBILITIES:
The successful candidate will:
• Plan, direct and delegate actions, projects and work assignments to ensure that CIMA’s strategic plan is implemented;
• In conjunction with other Regulatory Divisions, promotes a safe and sound financial system by developing, recommending and implementing strategies and actions to ensure the Division embraces international best practice of financial regulation;
• Analyze and recommend on–going changes to processes and operations that positively impact the Division and CIMA;
• Develop and implement standards, policies and practices for the inspection and supervision process of banks and non-banking financial institutions ensuring conformance with the policies and procedures of the Division and strategic goals and objective of CIMA;
• Analyze and manage complex regulatory issues to ensure compliance with regulatory and legislative requirements and make recommendations for appropriate corrective action;
• Conduct weekly Divisional Meetings to discuss issues addressed in CIMA’s Management Committee meetings, the Supervisory Departments Heads meetings and administrative matters of the Division;
• Ensure that the Division operates in compliance with CIMA’s Human Resources policies and procedures and that people are treated in a fair, consistent and transparent manner to promote a professional work environment and professional workforce;
• Implement processes and provide leadership to ensure the Division has a shared commitment to achieve the goals and objectives of CIMA and the achievement of divisional and individuals goals;
• Evaluate and recommend staff complement requirements as part of CIMA’s annual staffing and budget planning process, and participate in the recruitment and selection process; and
• Be an ambassador for CIMA at conferences, meetings and events and presents information, brings back ideas, and makes recommendations to improve the regulatory regime and operations.
REQUIREMENTS:
The minimum qualifications required to successfully perform the job are as follows:
• Bachelor’s Degree from an accredited institution in Economics, Business, Accounting or Law, and Ten (10) years’ experience in banking regulation, with five years in a middle to senior management position; or
• Equivalent level of related work experience in a financial institution, with seven (7) years’ experience in a senior management position;
• A Master’s in Business Administration or a professional qualification such as CPA, FRM, CAMS or CA is required;
• Expert knowledge of regulatory frameworks for financial institutions in a developed financial sector with a sound knowledge of the Basel Core Principles and FATF 40 Recommendations being a prerequisite;
• Advanced knowledge of generally accepted auditing / accounting standards;
• Sound knowledge of international regulatory practices and policies affecting other institutions globally;
• Advanced communication and presentation skills;
• Extensive managerial and strategic planning skills;
• Computer literacy, particularly Microsoft Office applications; and
• Knowledge of the Banks and Trust Companies Law, Regulations, and relevant Rules, Statements of Guidance and policies relating to the supervision of banks and
